
Since the day I came to Punjab, I am seeing that no one is ever bothered by the plight of commoners. Even commoners are oblivious toward their woes. Not only the rich but also the poor, strive to undermine the system on their favour. However, with the better resources and connections, rich are in a better position to subvert the system in their favour. On the other hand, poor have only one ace up their sleeve and that is, their numerical strength yet they never play their best hand. They themselves are divided and sub divided among them.
I have seen them fighting against themselves, never knowing that system which robs away their rights is not creation of theirs. They fail to raise their voice in unison and thus system does not give any heed to their demands or desires. The reason for their ignorance may be that they never know how the system functions or how the system can be changed. Like medieval times, they think that the rulers are benevolent and sooner or later they'll see their plight and will do something to improve the system. They never understand that those who have power will never give it up rather they will try to consolidate or to maximise their hold on the system.
The idea of "interests" rule the system and its mechanisms and thus the system and its mechanism are developed in a way that ensures that the interests of ruler class shall be protected. Otherwise what is the incentive for the affluent society to get out of their comfy condos and reach out the poor during elections? Because they know that after their short discomfort, they'll have power in their hands and for rest of their ruling tenure, they can again rest in their comfortable "bubble".
Further, the ruling class has ensured that the complaint registration as well as grievance redressal mechanisms are made so that nothing reaches to them and if some persistent poor gets an ear with them then the process of system improvement has to be so slow that nothing actually changes. This strategy provides two major benefits to the ruling class, the current benefits keep on existing and it saves them from the moral anxiety (if they have any morality left) of not doing anything. They also keep the complaint handling mechanism opaque as this ensures that the sufferer feels lonely. He never comes to know that there are others, like him, who suffer equally and thus no sense of unity or class identity is allowed to take shape. Every complainant thinks, and the system strives to make sure that he believes that its only he, who has problem with the system and no one else and thus he should "shut-up" and allow the system to work as it is delivering to rest of the population.
On the other hand, the elite class is very vocal in expressing their interests. They control the communication channels, the justice as well as the law enforcement. Therefore, they show the selective picture of the reality where most of the offences belong to poor, most of the victims are members of affluent class and that system is failing but not for the masses rather for the "classes". They projects that the current system is detrimental to their interests. Thus plants a false notion in the minds of commoners that current system is beneficial for them and thus it should be protected at any cost.
Apart from that the hold over communication and administrative system ensures that the elite class easily shifts the focus away from the fundamental questions to the cosmetic or frivolous questions. Further they projects that these superficial questions are the real question and rest is just gibberish.
So called forth estate, the media further aggravates the situation by selectively focussing on non-issues under the deliberate or innocent understanding that these are actually the real issues. After all the masses were never allowed to have the proper understanding of the issues and thus they also believe (though falsely) that these non-issues are the genuine issues. This mass ignorance creates a market for the frivolous issues and renders the actual issues without any TRP. This helps the elites and the media to use the "this is what the audience want" excuse and to push the genuine problem further deep under the carpet. These media giants, along with the rich, believes that "supply creates its own demand".
Therefore, the primary objective for anyone, who is eyeing for a better system, is not to change the system all together rather make the complaint registry easy, complaint redressal quick and above all get everything in public domain. Because, as the commoners will see that they are not alone and that most the people are suffering at the hands of system, they'll raise their voices as they'll start to understand that their share not only the plight but also the interests. This collective force will not only create a group/force worth reckoning as well as a market worth catering. This will change the balance in favour of the masses as then they be able to beat the elitist thinking through their own tools and logics. Therefore, I am a big supporter of E-Governance and IT as the technology is neutral in nature and non-discriminatory in its approach. That means, with the help of technology the masses can know that they are at receiving end and that system is discriminatory but against them rather in favour of them. This will create a substantial demand for a better system and as the economic sense says that "Demand will eventually create its Supply".

Very well concluded! And I think RTI Act is one of the best things to happen for Administration along with Government Departments embracing IT enabled services. But, still corruption is so entrenched in the psyche of the Babus that its almost impossible to get anything done without waiting for very long time or paying up. I would just quote an example (true): I applied for a passport for myself and my mother in Feb. Cost:Rs.1000. Police Verification:Rs.1300. That too I had to give my wallet to the officer to prove that I have no more money left with me. CID verification:Rs.300 each (very wise to send 2 different officers for each of us). I finally received mine after sending 3 mails to Ranchi office and 2 to the ministry in Delhi in September. Still no whereabouts of my mother's Pasport or application. The site shows: Application Number not found.
